Hotfix - v0.11.57874.1 - Tentative fix for users with sudden mouse stutters.

Some users have started reporting stuttering issues with mouse gameplay starting a few days ago.

We have tracked it down to the Epic Online Services overlay.

This hotfix prevents the overlay from initializing and hopefully resolves the issue.
