Small Patches 1.4.5 and 1.4.6: Crash fixes for RTX 5000s mobile GPUs

Changes:

• Frame Generation now turns itself off after a crash at any point, not only a crash during startup, so the game comes back working on the very next launch

Changes:

• Updated NVIDIA DLSS and Frame Generation to a newer version Frame Generation now turns itself off for one launch if the game crashed on the previous one, so a crash while starting up can no longer repeat forever

Bugfixes:

• Addressed the game failing to start on some NVIDIA laptop graphics cards, where Frame Generation could crash it before the main menu appeared and leave no way to switch it off
